You can tell that whoever did it lives in the Atlantic countries, or perhaps the Mediterranean Kingdom, from the way he splits the Pacific lands between the map edges.

And it's clearly a map designed for ocean navigation. The terrain details are roughly sketched in, while the coasts are drawn very precisely.

I've never seen that one in particular, but it looks a lot like the inverted and otherwise tweaked maps at Planetocopia, to be found at http://www.worlddreambank.org/P/PLANETS.HTM . I think there's actually a map there with the exact same concept as this one has.
