Anime conventions and socializing

dcseain tells me that there aren't any medium-sized or small (1500 attendees and under) anime conventions.
So, how does the social side work? I hear complaints from sf fans about not being able to find or get enough time with their friends at 5K Worldcons, but this is partly a result of having a lot of friends in fandom because of smaller conventions.
Do anime congoers mostly hang out with the people they came with? See it as more a convention going (program track and dealers room) experience than a place to see friends? Have subfandoms that make socializing easy? Something else?
