Israelis, Americans, and reinforced cockpit doors

I've heard somewhere that the Israelis were pushing Americans long before 9/11 to reinforce cockpit doors, but I don't have a source. Does anyone know whether this is true?

Also, I have a faint memory of a recommendation to reinforce cockpit doors in Heinlein's Number of the Beast. Is that correct?
