Vaccination wars.

It's possible for people of good will to disagree about whether particular vaccines are a good idea, and there are people of ill will who are too busy oppressing some group in a country to allow vaccination.

Add in the possibility of engineered diseases and subverted vaccine programs, and it could make at least as much sense as existing wars to take over a territory to vaccinate people.

This doesn't feel fictional at all. Given the amounts of injections I've received in the hospitals, including at completely random intervals with zero warning at all, it pretty much just feels like my actual reality. I have no idea if they are giving me vaccines, tranquilizers, or some combination in between. If it is advertised that I'm getting an injection, it tends to be stated as either a tranquilizer or a monthly shot of a mood stabilizer. I have received probably at least 5 injections that I felt were highly unethical in delivery, but it was completely predicted when I was in the midst of preparing for HS.
