Hospitals will be penalized for high readmission rates.

If you punish people for trying to fix the results of their mistakes, what do you think will happen? Fewer mistakes? More efforts to conceal mistakes?

Someone close to me was readmitted to the hospital a few weeks after surgery for what turned out to be an entirely unrelated problem (though that fact was not clear at first). Nevertheless it was a readmission, and the hospital was reluctant to do it for that reason.

Some of the readmissions would be unnecessary if the hospitals weren't so focused on getting people out the door quickly.

They wouldn't be so focused on that if insurance companies didn't put a limit on how many days of treatment they'll cover for a particular diagnosis.

But yeah, this is what I'd call the Law of Unintended Consequences biting the ACA in the ass.
