Has there been any other political leader with such a talent for pissing off people who would normally be on his or her side?

Not quite on the same side. Bush wants the US to run the world, and wants enough immigrants to take the jobs which don't pay enough to attract Americans. They want the US to cut itself off entirely from the world, and not take in even temporary immigrants not from the right background.
