Close political races

Back around the 2000 election, there were a few mentions in the Wall Street Journal of the idea that very close elections were going to continue to be common because so many people know equally well how to run a political campaign.

Is this theory plausible?

My current thought is that the economy will tank this year, causing the Republicans to lose heavily. I don't think balance of skills is a basic cause of close elections.
