The graffiti make it sound like ideology, but I suppose that could be misdirection.

Granted that there is such a thing as a lone nut, I just don't know of any groups building that sort of rage about marijuana.

Could be disorganized crime, by which I mean an individual or small group of pot dealers trying to scare off legit competition.
