That's not a directly meaningful question, since the fan writer category is for the person, not the output, and the best fanzine is for the entire zine, which might contain fiction.

That said, while fiction writers have won the fan writer Hugo (most notably, I think, Bob Tucker), I don't think any have won for their fiction writing, but instead for their fannish-type articles. Some of those are fiction, but most are nonfiction or humorous writing.

(I had to check that Spockanalia, which did contain fiction, wasn't on the winners' list, but it was never even nominated.)

Yes, yes, and John Scalzi, too. I was looking at older records, and forgot to look past all the Dave Langford years to most recent entries.

And of course Langford is another example of a fiction writer winning fanzine and fan writer Hugos.
