Discussion here.

I wonder if the cloth was custom made for the dress.

I agree with the commenters that the marabou at the top (quite likely turkey feathers, or at least most marabou seems to be made of them) doesn't make a useful contribution. No trim at the top would probably be best, but I'm trying to figure out if there could be anything which would be both noticeable on that dress and attractive.

Mostly though, I think the feather are a bad choice because they imply an alternate world with itty bitty turkeys and monarch butterflies the size of condors.

I think it's gorgeous, and if I were half a dozen inches taller I'd want it. The feathers at the top would need to be on the outside, though, because if they were just on the top edge they'd tickle too much. ::handwaving turkeys and monarchs:: It's wearable art, it doesn't have to be literally representative of reality.

I want to visit that world.

I at least want to hear more about it. I'd only want to visit it if both the butterflies and turkeys were under control.

I'm sure Dr. Mrs. The Monarch would love to have a dress like this in her closet.

Occurs to me that one could send a photo of the dress to the Venture Brothers people and it might show up in the series eventually. They have immortalized other real-world objects similarly.

Textured and/or shiny ribbon or braid? I can think of several possibilities. It should have some interest, but not detract from the other design elements.

Repeat the black with white spots border, but smaller?

That would probably look too busy. But something like a black (or possibly white) border in antique satin (a lightly textured fabric with a subtle shine) ought to work .

Isn't the marabou sort of a visual reference to the butterfly antennae? You know, black and sort of hairy? It's a very pretty dress for some wealthy woman with a smallish bosom and a social schedule that involves parties--with dancing.

I was thinking that, too - there are slightly fuzzy bits on a butterfly.
[edit: but I think a band of black satin would probably look a little better. still, having the feathers or whatever at the top gives a bit more flexibility to the size of the filling of the bodice.]

Yes, but if you have a lot of bosom, accentuating it with a strapless dress with the eye drawn to the top of the breast isn't that great. Better to wear a deep v-neck--though I am guessing the twisting of the print up the bodice of this dress is very flattering on many figures.

My thoughts re the dress as shown would be expecting the bosom to fit inside the dress rather than be supported by it. On looking again I could see it either way, but it's a pretty straight shot up from the waist up the ribs, so I don't see it scaling up all that much.

Further proof that some people will wear anything.

Be fair: there are plenty of women who'd look really good in that. There are also a large number who wouldn't. Let's just hope the wearer is in the first group.

Yeah, the feathers detract from what is otherwise a stunning dress.
