The army was spraying powdered zinc cadmium sulfide-- research is going on to find out whether it was radioactive, but cadmium's pretty poisonous even when it isn't radioactive.
I hope there's also a follow up about the health of the soldiers who did the spraying. They weren't as exposed as the people who lived in the neighborhood, but they must have been breathing some of the stuff.
