A notion which would like to grow up to be a theory

An Israeli (Jewish and Arab) protest against settlers reminds me I've been thinking that in this wicked world (that is, until open borders permitting travel, residence, and work are solidly established custom), both Jewish and Palestinian history show that people need homelands-- that is, someplace where they are considered normal, non-dispensable members of a society. Is there any way to make it possible?
