It is a reference to the anime and manga "Martan Successor Nadesico". Ruri Hoshino is the token sane person on the Nergal Heavy Industries High Mobile Battleship Nadesico. She often mutters "Baka" to herself as a commentary on the antics of the rest of the crew.
